In reviewing the application, staff made a site inspection and identified a number issues <br />that should also be addressed as part of this application: <br />The curb island shown on the site plan separating the accesses to Spruce Street <br />has not been installed. The island was approved in 2000 to allow two 32 -foot wide <br />accesses to facilitate truck movements in excess of the standard single 24 -foot <br />access allowed by the Zoning Ordinance. <br />A trailer and other various materials on the north side of the building and a trash <br />dumpster are being kept outside of the approved storage areas. The materials on <br />the north side of the building should be put within the storage area or otherwise <br />disposed of. The trash dumpster should be put with the storage area or a separate <br />enclosure. <br />The parking lot and storage areas are surfaced with asphalt, but the parking stalls <br />shown on the site plan are not painted on the surface as required by the Zoning <br />Ordinance. <br />CONCLUSION <br />Changing the use of the existing outside storage areas on the subject site from contractor <br />equipment to repair vehicles is likely to have a negligible effect to the property or the area. <br />This conclusion assumes that the storage associated with the auto repair use is limited to <br />vehicles being serviced and not those being junked, parts, or other accessory equipment. <br />As such, our office would recommend approval of the CUP amendment subject to this <br />limitation and also the site being brought into compliance with the existing CUP as outlined <br />below. <br />1. Outdoor storage allowed with major auto repair is limited to the temporary storage <br />of vehicles being serviced. Storage of destroyed or inoperable vehicles not being <br />serviced, parts, or other accessory equipment is prohibited. <br />2. The curb island at the access to Spruce Street is installed consistent with the <br />approved site plan and the parking stalls painted ,. <br />All equipment and materials outside of the defined storage areas are removed and <br />the trash dumpster placed within an enclosure. <br />Comments of other City Staff. <br />pc.
