development proposal, the following design related directives of the Guide are <br />considered applicable: <br />• The area is intended to serve as the commercial center of Little Canada serving <br />both vehicles and pedestrians. <br />• A goal of the plan is the creation of a district oriented to the Little Canada <br />community not a strip commercial development. <br />• The plan suggests the use of "streetwall" as a way of creating an interesting <br />street experience. The concept promotes a close relationship between the <br />building and the street. <br />• While the plan recognizes the need for capturing Rice Street traffic for new <br />commercial development (via parking), the idea of creating an edge through <br />landscaping is suggested. <br />• The plan suggests shared parking arrangements. <br />• Two story buildings are suggested along Rice Street. <br />• Facades facing Rice Street should be designed such that they do not present a <br />blank wall to pedestrians and vehicular passersby. <br />• Buildings in the redevelopment area must allow customers to enter from parking <br />areas and from pedestrian oriented streets. <br />• Due attention should be given to the appearance of service functions such as <br />loading and trash. <br />• Buildings in the redevelopment area should be designed to respond to people, <br />with details that are human in scale and forms that promote pedestrian <br />interaction <br />Generally speaking, the submitted concept plan does not appear to meet many of the <br />primary objectives of the Development Guide. Specifically, in the area of "streetwall" <br />design, the avoidance of strip commercial development, and pedestrian orientation. <br />Design Alternative. In an attempt to address the referenced design concerns, a design <br />alternative has been prepared (see Exhibit B). The alternative is intended to serve as a <br />guide to be referenced in the preparation of a site plan which more closely adheres to <br />the stated design objectives for the area. <br />The design alternative attempts to adhere to the "streetwall" concept by minimizing the <br />building setback from Rice Street.
