Circulation. While the proposed drive aisles and parking stall dimensions meet <br />ordinance requirements, some concern exists regarding the proposed "dead end" <br />parking lot design. To address this concern, it is recommended that a vehicular <br />turn around be provided at the northern end of the parking area. <br />Building Materials. As previously indicated, the ordinance states that the architectural <br />appearance of the buildings must reflect the building character of the area and shall not <br />be so dissimilar as to cause impairment of property values or constitute a blighting <br />influence with the neighborhood. As shown on the building elevations, the proposed <br />office buildings are to be finished in face brick with wooden shakes. Additionally, gable <br />elements have been proposed along the front of each office unit. <br />While the exterior finish materials are considered satisfactory, some consideration <br />should be given to providing some differentiation between the office units possibly <br />through varied roof treatment. <br />Landscaping. In accordance with PUD submission requirements a landscape plan has <br />been submitted. The plan is considered acceptable with the following modifications: <br />1. The plan be revised to stipulate the size of all plantings. <br />2. Additional plantings are provided along the southern property line just north of <br />the apartment building. <br />Lighting. According to the submitted lighting plan, light shall not be cast upon adjacent <br />Park Avenue and light cast upon the adjacent southerly property is within acceptable <br />footcandle levels. <br />As a condition of PUD approval however, all lighting should be hooded and directed <br />such that the source of the light is not visible from adjacent properties and rights of way. <br />Trash. As shown on the site plan, a trash handling area has been proposed along the <br />site's southern property line. As a condition of PUD approval all trash handling <br />receptacles should be screened from view by an enclosure constructed of materials <br />similar to those used on the principal buildings. <br />Wetlands. As shown on the site plan, the subject site contains two wetlands. As a <br />condition of final PUD approval, a permit from the Watershed District will be necessary. <br />Grading Drainage and Utilities. The City Engineer should provide comment and <br />recommendation in regard to grading, drainage and utility issues. <br />RECOMMENDATION <br />Based on the preceding review, it is the opinion of our office that the proposed use is an <br />appropriate fit to the site and responds well to various development constraints. <br />Page 42 <br />
