Therefore, we recommend approval of the concept/development stage PUD subject to <br />the fulfillment of the following conditions: <br />1. The subject property is platted into a base lot/unit lot arrangement. <br />2. Basement areas shall be devoted exclusively to storage. <br />3. The site plan be revised to include a vehicular turn around at the northern end of <br />the parking area. <br />4. The City Engineer provide comment as to the ability of Park Avenue to <br />accommodate traffic generated by the proposed use. <br />5. Consideration is given to providing some visual differentiation between the office <br />units (i.e. through roof treatment). <br />6. All trash handling receptacles shall be screened from view by an enclosure <br />constructed of materials similar to those used on the principal buildings. <br />7. The landscape plan be revised to stipulate the size of all plantings. <br />8. Additional plantings be provided along the southern property line just north of the <br />apartment building. <br />9. All lighting be hooded and directed such that the source of the light is not visible <br />from adjacent properties and rights of way. <br />10.A permit from the Watershed District is acquired. <br />11. The City Engineer provide comment and recommendation in regard to grading, <br />drainage and utility issues. <br />cc.
