owarc R. Green Co
December 12, 2001
File: 816490J -0240
Honorable Chairman and Planning Commission
City of Little Canada
515 Little Canada Road East
Little Canada, MN 55117 -1633
RE: LITTLE CANADA OFFICE PARK
Dear Planning Commission Members:
oany
As requested, we have reviewed the submittal package for the proposed Little Canada Office
Park located west of Park Avenue. The submittal documents were prepared by Cundy Santine
& Associates Architects and Piowe Engineering, Inc. Based upon our review we would offer the
following comments.
A. GRADING AND DRAINAGE
1. The site is over 1 acre and therefore the grading and drainage plan must be
reviewed and approved by the Ramsey Washington Watershed.
2. The pond should be redesigned using best water management practices.
Changes needed include the use of 4:1 side slopes and a 10 -foot bench at
normal water level. No storm sewer calculations have been received for review
at this time. Both preexisting and post development calculations should be
submitted and approved prior to any construction. Although it appears that the
950 contour encompasses the entire pond, spot elevations should be shown on
the north side of the pond to verify that no storm water will pond on the adjacent
property.
3. The high water level (HWL) of the storm pond is listed at 949.57. All buildings
should have a lowest floor elevation of at least 950.57, or 1 -foot higher than the
HWL of the pond.
4. The 100 -year flood elevation of the wetland to the west of the proposed buildings
is listed as 948.1. However there is no indication of an overflow for the wetland.
If the wetland is land locked the water elevation must be determined for a 10 -day
snowmeit and back -to -back 100 -yr rainfall events to ensure against flooding in
both cases. \Nater levels for the wetland north of the existing building should be
shown, and the same procedure followed as described above.
O: \PROJ \816490) \Ltr 12 -12 -01 P!ngCom.doc
' 323 9nercy ?ark Drive • St. 'aui.`,1N
Page 51
,o = -9446 :oi! -r99 388/368 - -C39
