Hanson <br />www. ci.little- canada.mn.us <br />MEMORANDUM <br />TO: Mayor Fahey and Members of the City Council <br />FROM: Joel Hanson, City Administrator <br />DATE: December 14, 2001 <br />RE: Lincoln Pawn & Jewelry — Annual License Renewal <br />As part of the annual license renewal for Lincoln Pawn & Jewelry, the issue of the Automated <br />Pawn System (APS) is again on the table. As you know, the Sheriff's Department has been <br />asking us to require Lincoln Pawn to convert to this format. We have now learned that this is <br />required by State Statute (see attached). Lincoln Pawn is in the process of implementing this <br />system. <br />Attached is a letter from Randy Smothers of Lincoln Pawn explaining the cost of conversion to <br />APS. As a result, he is requesting a reduction in the City's Pawn Broker and Second Hand <br />Goods Dealer license fees. <br />Below is a listing of the pawn brokers license fees being charged by Little Canada and <br />surrounding cities: <br />Little Canada $8,000 pawn, $300 second hand goods <br />Falcon Heights $2,000 plus $1,500 investigation fee <br />Roseville $10,000 pawn, $10,000 precious metal, or $13,000 both <br />Shoreview N/A <br />Maplewood $8,584 <br />St. Paul $2,500 <br />Please note that the APS system will improve the efficiency of checking transactions that occur <br />at Lincoln Pawn on a State -wide basis as transaction information will be in an interchange <br />format. Implementation of this system at Lincoln Pawn will not decrease the amount of <br />oversight that the Sheriff's Department is responsible for as relates to pawn shops. <br />Staff commends Lincoln Pawn on the on -going cooperation. However, our license fee appears <br />reasonable when compared to other jurisdictions. Given the fact APS is required in those <br />situations as well, I cannot justify a reduction in our license fee. <br />Randy and Mary Smothers will be available at Wednesday's meeting to answer any questions <br />that you might have. <br />cc: Randy and Mary Smothers <br />Page 2 <br />
