Little Canada Road <br />Little Canada, Minnesota 55117 <br />Dear Kathy, <br />It is my understanding that it is time for the businesses in your community to renew their licenses. <br />As an Investigator for the Ramsey County Sheriffs Department I have been given the task of <br />following up with Lincoln Pawn and Jewelry on their day to day transactions, and providing this <br />information to the Sheriff's Office as requested. <br />Lincoln Pawn has remained in good standing with the Sheriff's Office aiding in our investigations <br />and providing us with transaction information requested. This information however is not in the <br />Automated Pawn System (APS) format and requires a manual search of their record's each time <br />we search for a name or item. This process is time consuming and does not allow for other <br />agencies to search their records. <br />Lincoln Pawn is currently providing us with this information in the form of a 3 'h " floppy <br />computer disk in the Word format which is not compatible with the APS format. Minnesota State <br />Statute 325J,05 titled Records; retention Sub - division (b) & (c) reads as follows: <br />(b) The pawnbroker shall maintain on the premises a record of all transactions of pledged <br />or purchased goods for a period of three years. These records shall be a correct copy of the entries <br />made of the pawn transactions. A pawnbroker shall upon request provide to the appropriate Law <br />enforcement agency a complete and accurate record of pawn transactions. If the pawnbroker <br />provides the records in a computerized format, they must be provided in the interchange file <br />specification format_ <br />(c) For purposes of paragraph (b), "interchange file specification format" means the most <br />current version of the Minneapolis automated pawn system interchange file specification format. <br />Thus Lincoln Pawn is currently in violation of this State Statute.
