MINUTES PLANNING COMMISSION NOVEMBER 8, 2001 ZONING The City Planner reported that after the Council denied the church ISSUES — proposal on the Knox property, a moratorium was adopted in order to BUSINESS, give the City time to study its Zoning Districts as well as whether or INDUSTRIAL, not there was the need to rezone the Knox property. The Council AND discussed the Knox site as a high end commercial /industrial site and INDUSTRIAL- the fact that the current B -W zoning allows for outdoor storage. The PARK Planner indicated that the Council is looking for feedback from the DISTRICTS Planning Commission on these issues. The next step would be to call for a public hearing in December to amend the Zoning Code and /or rezone the Knox property. The moratorium expires in January. Keis pointed out that close proximity of Ryan Industrial Park and the current uses in that park including the Frattalone recycling business. Roycraft felt that the Council had too defined an idea of development for various sites to the point that development cannot occur. He pointed out the Rice Street/Little Canada Road area as well as now the Knox property tit that category. Roycraft stated that the City is not ready to do a moratorium and suggested that the Council bring in the business community to see what they want. The City Planner indicated that the Council is interested in defining what type of development happens in certain areas pointing out as an example the City's efforts that resulted in the Blacktern Office Park. The Planner indicated that the City is interested in pursuing a long -term vision versus taking the first project that comes along that may not result in the community's best long -term interests. Roycraft indicated that local business owners may have some ideas of what they would prefer for the area, for example, large green spaces versus trucking companies and warehouses. Roycraft stated that now is the time to get a better idea of the future of the area. Roycraft felt that right now the uses were a mixed bag. Keis stated that he was more concerned with the aesthetics of any development proposal for the Knox property than with the specific use itself. As an example, Keis pointed out D & T Trucking on South Owasso. The use is a trucking company, but the way the property is used and the building are aesthetically pleasing. Roycraft stated that he would like to see a business campus use, a commercial development with a lot of green space. Duray felt that the Council was trying to be proactive in calling for a moratorium to study the situation. This will allow the Council to make Page 25
