MINUTES <br />PLANNING COMMISSION <br />NOVEMBER 8, 2001 <br />ZONING The City Planner reported that after the Council denied the church <br />ISSUES — proposal on the Knox property, a moratorium was adopted in order to <br />BUSINESS, give the City time to study its Zoning Districts as well as whether or <br />INDUSTRIAL, not there was the need to rezone the Knox property. The Council <br />AND discussed the Knox site as a high end commercial /industrial site and <br />INDUSTRIAL- the fact that the current B -W zoning allows for outdoor storage. The <br />PARK Planner indicated that the Council is looking for feedback from the <br />DISTRICTS Planning Commission on these issues. The next step would be to call for a <br />public hearing in December to amend the Zoning Code and /or rezone the <br />Knox property. The moratorium expires in January. <br />Keis pointed out that close proximity of Ryan Industrial Park and the <br />current uses in that park including the Frattalone recycling business. <br />Roycraft felt that the Council had too defined an idea of development for <br />various sites to the point that development cannot occur. He pointed out <br />the Rice Street/Little Canada Road area as well as now the Knox property <br />tit that category. Roycraft stated that the City is not ready to do a <br />moratorium and suggested that the Council bring in the business <br />community to see what they want. <br />The City Planner indicated that the Council is interested in defining what <br />type of development happens in certain areas pointing out as an example <br />the City's efforts that resulted in the Blacktern Office Park. The Planner <br />indicated that the City is interested in pursuing a long -term vision versus <br />taking the first project that comes along that may not result in the <br />community's best long -term interests. <br />Roycraft indicated that local business owners may have some ideas of <br />what they would prefer for the area, for example, large green spaces <br />versus trucking companies and warehouses. Roycraft stated that now is <br />the time to get a better idea of the future of the area. Roycraft felt that <br />right now the uses were a mixed bag. <br />Keis stated that he was more concerned with the aesthetics of any <br />development proposal for the Knox property than with the specific use <br />itself. As an example, Keis pointed out D & T Trucking on South <br />Owasso. The use is a trucking company, but the way the property is used <br />and the building are aesthetically pleasing. <br />Roycraft stated that he would like to see a business campus use, a <br />commercial development with a lot of green space. <br />Duray felt that the Council was trying to be proactive in calling for a <br />moratorium to study the situation.
