This is a similar approach to the redevelopment of <br />the current Goodyear site. Duray pointed out that in that case the Council <br />called a moratorium until it got a better handle on what it wanted to see for <br />the area. <br />Roycraft felt the opinions of the business community would be valuable. <br />Roycraft felt that the City lost a lot with the loss of Knox, and his concern <br />was to get something going on the property with the idea of it working <br />aesthetically. Roycraft was concerned about the loss of tax revenue on the <br />Knox property now that Knox is gone. <br />The City Planner pointed out that the property still generates tax revenue <br />even though it is vacant. <br />Keis stated that he would like to see a development on the Knox site that <br />would dress up the property and did not involve a lot of outdoor storage. <br />Duray asked about PUD zoning for this site. <br />The City Planner pointed out that PUD zoning allows any use, however, <br />gives the City the a lot of site control. The Planner indicated that a church <br />would likely be an allowed use under PUD, and informed the Commission <br />of the church's position that it should be an allowed use under the B -W <br />zoning given that theaters and bowling alleys are allowed uses under this <br />zoning. <br />Keis stated that he would not be opposed to a use such as Home Depot <br />that involves some limited outdoor storage. <br />Roycraft stated that he favored the office campus idea. <br />Keis stated that he preferred limiting the amount of outdoor storage that <br />could occur on the site versus limiting uses. <br />Barraclough pointed out that while the Knox property has good visibility, <br />the access is somewhat limited. <br />The City Planner suggested that an option might be to create a new zoning <br />district that would allow office, office /showroom, large retail /warehouse <br />use, but limited outdoor storage. The Planner also pointed out that an <br />issue is how much the City is willing to invest in waiting for the highest <br />and best use of the property. The Planner indicated that it will come <br />eventually, but the City will have to be willing to wait. <br />Page 26 <br />
