MINUTES <br />PLANNING COMMISSION <br />OCTOBER 11, 2001 <br />ACCESSORY <br />BUILDINGS <br />ON <br />RESIDENTIAL <br />PROPERTY <br />SOS <br />used on the back of the garage as well as rebar reinforcements so that <br />butting the garage up against the hill would not be a problem. <br />Keis indicated that he did not see that the proposed garage would have an <br />impact on drainage of the area. He pointed out that there had currently <br />been a 12 foot by 12 foot garage on the property, and while this garage is <br />larger, he did not see an impact on drainage. <br />The City Planner pointed out that the building code requires that positive <br />drainage be maintained. He indicated that when building plans are <br />received, the Building Inspector would ensure that there is no negative <br />impact on drainage. The Planner stated that it was his opinion that the <br />building was unlikely to impact drainage of the area one way or the other. <br />It was noted that there is no driveway proposed to the accessory garage. <br />Youngquist indicated that his only need for vehicular access is when he <br />takes his fishing boat in and out of the garage. <br />It was the consensus of the Commission that the City Engineer should take <br />a look at this property prior to the Council meeting to determine whether <br />the proposed garage would have a negative impact on drainage in the area. <br />Mr. Knudsen recommended approval of the Conditional Use Permit <br />allowing construction of a 14 foot by 24 foot accessory garage at 317 <br />Demont Avenue as proposed by Dave and Beth Youngquist subject to <br />compliance with the recommendations of the City Planner, and subject to <br />the City Engineer's review of the impact on area drainage. <br />Motion seconded by Carson. <br />Motion carried 6 — 0. <br />The City Planner explained that the current Zoning Ordinance requires <br />a Conditional Use Permit for accessory garages, but allows accessory <br />buildings as a permitted use. The only notable difference between an <br />accessory garage and an accessory building is that the garage would have <br />a garage door versus a service door for the accessory building. The <br />Planner indicated that the City Administrator feels that this is a gap in the <br />ordinance that should be addressed. It was also noted that the limitation of <br />total garage space at 1,500 square feet includes both accessory garages and <br />accessory buildings. <br />The Planner further noted that the Code allows accessory sheds, structures <br />120 square feet or less, without the requirement of a building permit. <br />Page 15 <br />
