Green Company <br />October 4, 2001 <br />The Honorable Mayor and City Council <br />City of Little Canada <br />616 Litho Canada Road <br />Little Canada, Minnesota 55117 <br />RE: 2002 STREET RECONSTRUCTION PROJECT <br />Dear Council Members: <br />The City of Little Canada typically undertakes a street reconstruction project every other year as <br />part of its ongoing pavement management program. Although a street reconstruction project <br />occurred in 2001, due to resident comments and potential developments within the City there <br />are several streets that should be considered for reconstruction in 2002. <br />At the last citywide meeting the residents along Eli Road expressed interest In the <br />reconstruction of Eli Road and Desoto Street between Centerville Road and Labore Road. The <br />residents were informed that the reconstruction of these streets was not scheduled for a few <br />years but a majority of the residents In attendance requested the project this upcoming year. In <br />addition, the City is currently in discussions regarding financing and a preliminary layout for the <br />Garden Terrace Development. The development is proposed to be located near the northeast <br />comer of Market Place Drive and would require the relocation of public utilities. The utility <br />relocations would affect a portion of the streets within the area and provide an opportune time to <br />realign the remainder of Market Place Drive with County Road C2 west of Rice Street as well as <br />implement storm sewer improvements within the area. <br />The third area to be included is Arkwright Street from McMenemy Street to Sextant Avenue and <br />Sextant Avenue from Arkwright Street to the east. The reconstruction of Sextant Avenue was <br />included in the original feasibility for the 2001 street reconstruction project. However, due to <br />resident concern that Sextant Avenue should be reconstructed at the same time as the portion <br />of Arkwright Street from Sextant Avenue to McMenemy Street, Sextant Avenue was not <br />included in the 2001 project. <br />The final area for consideration is around Twin Lake north of Interstate 694. The streets were <br />also originally included in the 2001 street reconstruction feasibility along with the installation of <br />watermain to serve the area with municipal water from Vadnais Heights. Residents in the area <br />expressed concern with the quality of Vadnais Heights water as compared to Little Canada <br />water and the project was postponed In 2001 to provide the City of Vadnais Heights with time to <br />investigate possible water treatment options and implement a plan for water treatment. At this <br />time Vadnais Heights has no treatment method in -place and the timing of any treatment <br />improvements is unknown.
