As identified in our conversation, I would like to address this issue
in three parts; those being, (1) communication and notification going forward, (2)
identifying and correcting the problem and (3) appropriate penalties. As follows:
1. In our discussion, I had stated that we continually have a problem with respect
to awareness with all local governments. This problem stems from the city
correspondence goes directly to store level and tends to get lost at that point.
The documents disappear because typically they are negative in nature and
our organization terminates employees based on the infraction. To this end, I
respectfully request that at least a copy of all store level correspondence is
sent to this office.
2. With respect to the problem, we are at fault and accept responsibility for our
poor performance. I can assure you that these issues will be addressed and
that appropriate action and discipline will be administered.
3. As for the unitive piece, I would submit that the $500 fee per false alarm
over the 9th is excessive. As identified above, I am in no way disputing we are
at fault; however, I think the punishment should fit the crime. Would a flat
fee be more representative of actual costs incurred and be more equitable to
businesses?
Page 117
