Religious institutions, including churches, are pemitted uses in the "P" District. <br />The church has submitted information regarding its plans for initial occupancy of the site <br />and buildings, with future development plans including building options and site usage. <br />The following paragraphs discuss the details of the proposed project. Rezonings (Zoning <br />Map Amendments) are procedurally regulated by the zoning ordinance, and require <br />findings relating to the following criteria: <br />1. The applicant shall demonstrate by clear and convincing evidence that the <br />proposed action has been considered in relation to the specific policies and <br />provisions of, and has been found to be consistent with, the official City <br />Comprehensive Land Use Plan. <br />The applicant has indicated that the proposal does not conflict with the <br />Comprehensive Plan. The applicant suggests that a church use provides a <br />"balance to other zoning uses within any community ". The Comprehensive <br />Plan guides this parcel for industrial uses. The 8 -W District is consistent with <br />the land use plan. The Public /Semi Public District is not guided for any future <br />land use areas of the City. It was devised with the intent that the City would <br />consider any requests for Public zoning on a case by case basis. However, <br />the City has traditionally protective of its commercial /industrial zoned land, <br />due to the lack of expansion area as a fully - developed community. Changing <br />Page 41 <br />
