MINUTES <br />PLANNING COMMISSION <br />SEPTEMBER 13, 2001 <br />An owner of one of the units in Blacktern Pond felt the Church proposal <br />would clean up the area and be a positive addition for the City. <br />Knudsen indicated that he could support the proposal except for the <br />uncertainty around the length of time that the storage buildings would <br />remain. <br />Roycraft asked about future growth of the Church. Schrader indicated that <br />the Church has grown tremendously and this property is attractive to them <br />because of its long-term potential. <br />Wojcik asked about the auto repair service mentioned in the materials <br />distributed by the Church. Daniels reported that auto repair is one <br />example of the types of ministry the Church provides. Church volunteers <br />would repair cars for single moms with their only cost being auto parts. <br />Frank Wymore, one of the Church representatives, felt that the Church <br />could commit to a date for removal of the outdoor storage buildings and <br />suggested July 1, 2002 as a possibility. <br />Keis indicated that his concern was that this is an industrial area and he <br />did not believe a church is an appropriate use for the area. <br />Carson felt that the City has made a lot of improvements recently, and felt <br />that the Church proposal would be an improvement for the City especially <br />the City's appearance from 35E. <br />Schrader pointed out that the BW zoning would allow a theater or a health <br />club. Schrader felt that the impact to the area from a church use was not <br />that different. <br />Roycraft indicated that he was comfortable with the Church proposal <br />provided that the outdoor storage buildings are removed within a few <br />months. Roycraft felt that churches are a positive addition to a <br />community. <br />The City Planner pointed out that conditions cannot be added to zoning <br />changes. He suggested it may be possible to add conditions to issuance of <br />a certificate of occupancy. <br />Wojcik suggested that there are a lot of issues that have been raised and <br />suggested that the matter be tabled at this point so that additional research <br />can be done. <br />Schrader pointed out that the only issue before the Commission at this <br />point is the request for rezoning. Frank Wymore asked if approval of the <br />facade work would need to come before the Commission. <br />Page 46 <br />
