Hanson, City Administrator <br />DATE: September 7, 2001 <br />RE: Joint Powers Agreement for Election System Replacement <br />Attached is a Joint Powers Agreement with Ramsey County for replacement of the City's <br />voting machines. As you can see from Appendix D, the estimated cost to the City is <br />$15,301 for equipment ($5,100.40 X 3 voting machines), plus $3,776 for administrative <br />acquisition costs, plus $1,127 for implementation costs, for a total of $20,204. The <br />County is proposing to finance these costs over a 5 -year period at 4% interest. Final <br />costs will be known once redistricting is completed in early 2002. <br />The County and Ramsey County cities have studied the need for replacement of the <br />existing voting machines. The majority of the cities concurred with the County that the <br />Optech machines should be replaced with the new technology that is now available. <br />While I believe there is some useful life left in our voting machines, the fact is that by <br />continuing to use our Optech machines while the rest of the County converts to the new <br />Global machines, the service we would then receive from both the County and the vendor <br />would adversely impact our ability to conduct an election. <br />Therefore, I would recommend approval of the Joint Powers Agreement with Ramsey <br />County for Election System Replacement. A decision on whether or not to take <br />advantage of the County's financing option can be delayed until a future date. <br />Page 20 <br />
