McClung
845 Government Center West
50 West Kellogg Boulevard
St. Paul, MN 55102 -1696
August 23, 2001
Mr. Joel Hanson, City Administrator
City of Little Canada
515 E. Little Canada Road
St. Paul, MN 55117
Dear Mr. Hanson,
Fax: 266 -2199
TTD #: 266 -2002
On August 14, 2001, the Ramsey County Board of Commissioners adopted resolution 2001 -283
approving a Joint Powers Agreement for Election System Replacement ( "JPA "), authorizing staff
to send a copy of the JPA to each Ramsey County Municipality and asking for approval of the
JPA. Copies of the resolution and the JPA are attached.
As you know, the Board and Ramsey County municipalities decided to purchase a new election
system this year replacing the fifteen year old equipment that has become less reliable with age.
You have had a chance to review a draft of the JPA before it was presented to the Board. The
JPA approved by the Board contains a new clause XI as a result of the meeting we had on
August 2. You may recall that we discussed setting performance standards for the new system
and establishing a formal mechanism to review performance issues. You will note that we will
not reopen the financial relationships for five years.
The financial data in Appendix D contains our very best estimates of total system costs. But we
used current precinct numbers understanding that redistricting and municipal choices may
change the 2002 precincts. Next summer we will have final precinct numbers and the final
financial package can be determined. However, the final numbers probably won't be significantly
different:
We are asking you to present the JPA to your Council before November 1, but the sooner the
better. Joe Mansky (Elections Manager), Chris Samuel (Local Government Manager) or I would
be happy to attend the Council meeting to explain the JPA and financial data. Please note that
each Municipality should indicate the payment option it is choosing.
Please call Joe (266- 2221), Chris Samuel (266- 2041), or me (266 -2196) with any questions.
And, please, send me a copy of the Council's action.
Sincerely,
C(
Dorothy A.
