Staff from Property Records and Revenue and the County Attorney's Office <br />worked on a draft joint powers agreement (JPA) incorporating the direction in Resolution 2001 -129. <br />The draft JPA was sent to city managers, city administrators, city clerks and city election clerks on July 30, <br />2001. On August 2, 2001, Dorothy McClung and Chris Samuel met with the municipal officials to review the <br />draft. Questions were raised about performance measures. In response, the draft JPA was amended to include <br />Clause XI that provides for an annual review process. All participants are eager to measure the performance of <br />the new election equipment but we need to give more thought on what will be measured and how. <br />Upon County Board approval of the Joint Powers Agreement, it will be sent to each Ramsey County <br />Municipality for their approval. <br />ACTION REQUESTED <br />1) Approve the Joint Powers Agreement for Election System Replacement; and <br />2) Authorize staff to send copies of the approved Joint.rowers Agreement to each Ramsey County <br />Municipality requesting their approval <br />Page 23 <br />
