Mr. Joel Ranson <br />July 19, 2001 <br />Page 2 <br />We have always assumed that a development agreement would follow once the TIF questions <br />were resolved. <br />We have always negotiated with you in good faith and we have presumed that you have done so <br />in like manner in return. I- Iowever, the recent developments have led us to seriously question the <br />intent of the City. We very much would like clarification as to what has happened and where our <br />group stands with the proposed project. The project that we have proposed is a quality project <br />which we believe would bring credit to the City. <br />The City told us that it wanted a quality project and not just another retail complex. We <br />responded to that desire, and now it appears that the City has "changed the rules ". <br />Finally, we have incurred significant costs, both in time and monetary resources, and have done <br />so in reliance upon our assumption of good faith efforts by the City of Little Canada. We hope <br />that those efforts will not have been in vain. <br />I look forward to your response to this letter and would sincerely appreciate a draft of the <br />proposed development agreement. <br />Sincerely. <br />RINKE- NOONAN <br />D.
