A representative from the Ramsey- Washington Metro Watershed <br />District was also present to review the District's concerns about wetland protection on <br />the site. The following represents a brief summary of the items that were discussed: <br />1. RWMWD would normally apply a 75 foot buffer from the pond, however since <br />there is less natural vegetation remaining, the 50 foot distance shown on the <br />proposed plans will be adequate. <br />2. As shown on the plans, existing vegetation is to remain. A paved trail may be <br />located in the 50 foot zone, but should be constructed between the edge of the <br />existing vegetation and the fence line, which should be along the 50 foot line. <br />3. Planning staff has suggested a black vinyl coated fence, rather than typical gray <br />chain link, to improve aesthetics. Screening should be accomplished with <br />landscape materials. <br />4. New plantings should consist of native species, rather than the Spruce shown on <br />the current plans. <br />5. The pond in the southeast corner of the Spruce Street site raises concerns for <br />RWMWD. It may be excavated as proposed, but may not be filled to create a <br />smaller area. If revisions result in encroachment into the "proof of parking" area, <br />this parking will need to be relocated on a revised plan. <br />PAGE 27 <br />
