The parcel borders the south boundary of the <br />large pond and wetland complex, and is zoned PUD, Planned Unit Development. The City <br />designated this site as a PUD area when the St. Paul Water Utility made the and avaiiable <br />for sale. The PUD zoning was chosen to facilitate the development of a high quality office <br />and headquarters project. The general concept from Frattalone Excavating was approved <br />last fall. <br />The plans show development in two areas. The primary development area will be south <br />of the pond with access from Spruce Street. This area includes a two story office building <br />with a gross square footage of approximately 8,750 square feet per floor and a shop <br />building of approximately 27,500 square feet of floor area. Within the shop building will <br />be a three -story tier of office and administrative storage. The plan provides for future <br />expansion of the storage building to the west, and substantial outdoor storage of <br />equipment. Parking and circulation areas around the office building and the east side of <br />the shop building are paved with bituminous, and the remainder of the site would be gravel <br />surface. <br />The project also includes a 2+ acre portion along Rice Street, site of an existing cabinet <br />shop. The applicant proposes to locate a separate business component in this area. The <br />plans do not indicate significant changes to this area, although an accessory building is <br />PAGE 39 <br />
