MEMO <br />To: Greg Schroeder <br />From: Lee Elfering <br />Subject: Pitrina Park Terrace <br />Date: 5/17/01 <br />It is our understanding that the homeowners association for the Pitrina Park Terrace development <br />is requesting the cul -de -sac streets be transferred from private to public status so the City would <br />be responsible for ownership and maintenance. Below are some issues that should be <br />considered before making a decision on the acceptance of the cul -de -sac streets within the Pitrina <br />Park Terrace development. <br />Street <br />The current City typical street width is 28 feet wide face of curb to face of curb with a section <br />consisting of a minimum of six inches (6 ") of aggregate base and three inches (3 ") of bituminous. <br />The City's standard cul -de -sac radius is 45 -feet. <br />The cul -de -sacs within the Pitrina Park development are currently 28 feet wide back to back with <br />surmountable concrete curb and gutter. City records indicate that the existing street section for <br />the cul -de -sacs is eight inches (8 ") of aggregate base, one and a half inches (1'/i') of bituminous <br />base, and one and a half inches (1' /s ") of bituminous wear on top of between one foot and two feet <br />of corrected subbase. The cul -de -sacs have a paved radius of 45 -feet. Although the street width <br />is slightly less than the City's typical width, the section appears to be adequate. <br />Right -Of -Way <br />Right -of -way widths throughout the City vary from 100 -feet to only 40 -feet. However the latest <br />development (Parkview Court) had a 50 -foot wide street right -of -way which is the current city <br />standard. A 55 -foot radius right -of -way exists around the cul -de -sac in the Parkview Court <br />development. There is typically a 10 -foot drainage and utility easement outside the street right -of- <br />way. <br />There is no existing street right -of -way for any of the cul -de -sac streets in the Pitrina Park <br />development. However, the streets lie within drainage and utility easements that are 50 -feet wide <br />with a 50 -foot radii on the cul -de -sacs. If these easements were dedicated to the City as street <br />right -of -way, the street would match the width of the right -of -way in Parkview Court, but the end <br />cul -de -sacs would have a smaller right -of -way and there would be no drainage and utility <br />easement outside the street right -of -way. <br />Set Back <br />The City's set back requirement for the front of a building in area zoned R2 is 30 -feet from the <br />right -of -way. <br />As mentioned before there is no designated street right -of -way for the cul -de -sacs within the <br />development, however if the existing drainage and utility easement was used a street right -of -way <br />C: \Little Canada\Pitrina Park Memo.doc <br />Page 38 <br />
