Are we getting complaints. <br />2. Are the numbers being controlled so the problem doesn't get out of hand <br />again. <br />We have had few complaints this year. The only one I've had is along Old <br />C. <br />It appears our efforts from previous years have brought the numbers in <br />line. <br />To avoid it this year won't impact us greatly. <br />The "depends on the circumstances" issue gets to the needs and desires of <br />the communities he serves. He said he covers a wide variety of situations <br />such as small concentrated areas like the ponds by Grand Pre to situations <br />like Lake of the Isles. <br />I'm not sure we can ever take the emotionalism out of it. I think it comes <br />down to a judgement of when a nuisance exists. I did call Virginia Smith <br />and she indicated there isn't a problem this year on East Savage. <br />Therefore, I think we can discontinue for this year with the understanding <br />we will need to evaluate areas on an annual basis. <br />Lastly, I don't think we have ever had a hard and fast standard as to how <br />to <br />approach this. I would say common sense has been the governing force. <br />Perhaps we could attempt to adopt a more formalized policy that involves <br />public input to give us something to fall back on each year. (This would <br />be a good winter project.) <br />Let me know what you think. <br />One more thing. He has said in the past the numbers in any one year are <br />not <br />necessarily a problem. The real problem comes from leaving the numbers on <br />checked. Hatches from the following year can turn that number into 75 the <br />following year. Then new nesting sites are sought and numbers grow in <br />other <br />PAGE 12 <br />
