Frattalone <br />repotted that they did consider another plan which proposed cul -de -sacs <br />coming in from each end. <br />Fahey pointed out that the disadvantage to that plan is that development of <br />the north parcel would not be included. Fahey stated that he prefers that <br />the Schroeder parcel be incorporated into the development in order to <br />complete the whole picture. Leaving out the Schroeder parcel makes it <br />more difficult to develop on its own. Fahey pointed out the concern <br />expressed at the Planning Commission meeting about the small cui -de- <br />sacs and the likelihood of these being turned over to the City in the future <br />if the townhome association ceases to exist. <br />The City Planner indicated that his office had discussed the lay -out and the <br />possibility of Allen Avenue meandering throughout the property rather <br />than running straight east and west with cul -de -sacs projecting from Allen <br />Avenue. However, his office has not done any design work to develop <br />alternatives. The Planner indicated that should the cul -de -sacs be platted <br />as public streets, there would be some long -term concerns on the part of <br />the City. <br />Frattalone reported that they are proposing Allen Avenue as a pubiic <br />street; however, the cul-de -sacs would be private. <br />Fahey suggested that a different street design would be necessary to <br />incorporate the Schroeder property. Fahey suggested that the City Planner <br />work with the developers to try to come up with a better street lay -out that <br />would incorporate the Schroeder property. <br />Scalze asked if sewer and water had to be under the street. The Planner <br />replied that it did not, but pointed out that sewer and water should not be <br />located under house pads. The Planner agreed there may be a more <br />creative lay -out for the streets especially if the Schroeder piece is included <br />in the development. <br />Frattalone presented a few alternatives which they had put together, but <br />pointed out that none are as attractive as the first one. Frattalone pointed <br />out that the existence of wetlands also puts a constraint on how the <br />development can be laid out. He acknowledged it may be possible CO <br />move Allen Avenue further north and add some curve to it. Frattalone <br />pointed out that people like to live on cul-de -sacs. Frattalone also <br />indicated that he has never heard about private cul-de -sacs reverting back <br />to a city. <br />Page 139 <br />
