MINUTES <br />CITY COUNCIL <br />APRIL 23, 1997 <br />Fahey pointed out that the cul -de -sacs would have to be built to City <br />standard. Fahey felt that twinhome development on the parcels lying <br />between Slumberiand and Pioneer Park was a good use of the property, <br />pointing out that there had been no interest expressed in developing the <br />property under the Industrial -Park zoning. Fahey stated that he wanted to <br />see buffering from the Slumberiand site. <br />Scalze agreed that the proposal was a good one, but suggested there may <br />be a better way to lay out the streets. Scalze questioned whether Allen <br />Avenue should extend through to DeSoto. <br />The City Planner felt Allen Avenue should go through since it gives traffic <br />more options. Traffic will learn the most efficient way to go, which will <br />likely be toward Centerville Road. <br />Scalze felt Alien Avenue should break in the middle. <br />Pedersen disagreed and felt it would be confusing to traffic if Allen <br />Avenue did not go all the way through. <br />Morelan indicated that he was not in support of the rezoning at this point. <br />The property is currently zoned Industriai -Park and is one of :he last <br />industrial sites lets in the City to develop. Industrial development brings <br />jobs into the community. Morelan stated that he was not convinced that a <br />rezoning to R -2 would be the highest and best use of the site. Morelan <br />asked if the Council was willing to wait for the highest and best use, or if <br />they just wanted to get something developed on the property. <br />Pedersen felt the proposal was better than just getting something <br />developed on the property. Pedersen felt the proposal was a quality <br />project, not second best. <br />Fahey pointed out that the property has been zoned I -P, and :here have <br />been no proposals for the site. Fahey felt the twinhomes proposed would <br />be very attractive, with an ideal location adjacent to Pioneer ?ark. <br />Morelan agreed the project would be attractive, but felt industrial <br />development would be the highest and best use. <br />Pedersen felt that depended on the type of industrial development. <br />Pedersen indicated that if the industrial development was not of the <br />highest quality, he would prefer to see residential development of the site. <br />LaValle pointed out that the City has a developer interested in developing <br />the site, and that developer is working with a high - quality builder.
