Ul1X UUUCN n MAY 28, 1997 Frattalone pointed out that he is proposing islands at both ends of Allen Avenue to dress up the entrance to the area. The City Administrator reported that the Public Works Director has reviewed the proposal and is recommending that visibility at the east and west ends of Alien Avenue be addressed so the islands do not obstruct the intersection. The Director is also proposing that the homeowners' association be responsible for maintenance of the islands. The Director is recommending a barrier curb be installed to address the potential for damage from snowplows. Franalone reported that he is proposing Allen Avenue to be a dedicated public street The cul-de -sacs are being proposed as private streets owned and maintained by the homeowners' association. Frattalone described the ponding situation on the property and reported that he is currently working with the Watershed on the north property. There may be the possibility of shifting all the ponding to the western half of the northern parcel rather than having some along the north property line. Scalze asked about the five units per acre. Frattalone reported that that is the density for the southern portion of the development, the density on the north portion will be less than that. In response to Scaize's question about trees. Frattalone reported that .here may be a few trees lea in the southeast corner of the property, but ::zany of the trees are just brush. The oak tree which exists in the DeSoto Street easement will be retained. Morelan asked if the wetland had been delineated. Frattalone replied that it had, but indicated that there is a third test being done the resuits of which will not be available until September. Morelan asked why private cul-de -sac streets are being proposed. Frattalone replied that that is common in the industry pointing out that private streets can be narrower than a standard City street Morelan asked if there was a. reason the City is requiring a 60 -foot right - of -way for Allen Avenue versus the 50 feet required in singie- family home developments. The City Planner replied that the assumption is there . will be ereatertraffic volumes in a higher - density area. A wider road right -of -way affords the City more options. The Planner pointed out that the private cul -de -sacs should present no traffic problems which wouid require a 60 -foot right -of -way. Page 143
