CITY COUNCIL, <br />MAY 28, 1997 <br />COMP PLAN <br />AMMNDIVILNT, <br />REZONING, & <br />PRELIi%C{ARY <br />PLAT — <br />PETRINA <br />PARK <br />TERRACE <br />asever <br />Scalze opened the public hearing to consider the application for <br />Comprehensive Plan Amendment, Rezoning. from industrial -Park <br />to R -2, and Preliminary Plat for Petrina Park Terrace made by Frank <br />Frattalone for property located north of Pioneer Park and south of <br />Slumberland. Scalze reported that the Planning Commission has <br />recommended approval of the applications contingent upon compliance <br />with the recommendations of the City Planner. Scaize aiso noted that <br />there are only four Council Members present this evening. A rezoning <br />requires four affirmative votes of the Council, and the applicant has <br />indicated that he would prefer to wair until the full Council is present for <br />action to be taken on his application. Based on that, the Council will hold <br />the public hearing this evening, but table action on the matter until its June <br />10`11 meeting. <br />Frank Frattalone, 3205 Centerville Road, reported that the property has <br />been for sale for 17 years as Industrial -Park properry, and has not been <br />sold. Frattalone reported that he contacted Gordie Howe, Masterpiece <br />Homes, to discuss the development of the property with twinhomes. <br />Frattalone reported that he has the property north of Allen Avenue under <br />purchase agreement, and is including it in the proposal. Frattalone <br />reported that there is sanitary sewer and water main in Allen Avenue. <br />However, only half of the required road right -of -way is dedicated. <br />Therefore, he has purchased the property north of Allen and will dedicate <br />the additional right -of -way for the street. <br />Frattalone reported that he has discussed the issue of buffering with <br />Slumberland. Slumberiand has an existing berm aiong their south <br />property fine. Frattalone reported that he will work with Slumberiand and <br />plant trees on top of the berm to provide screening for the twinhomes <br />proposed in phase two. <br />Franalone pointed out that phase one will occur south of Allen Avenue. <br />He noted that one twinhome 'building per cul-de -sac has. been eliminated <br />from the proposal. Density is proposed at 5 units per acre, and Fraraione <br />pointed out that the Code allows for 8 units per acre. Drainage issues are <br />being worked out. No variances are being requested, and all required <br />setbacks will be met. <br />Frattalone pointed out that there is a jog in the western end of Allen <br />Avenue. It was necessary to dedicate the full easement from the property <br />on the south of Allen given that the Myers Frattaione property at the <br />northeast corner of Centerville Road and Allen Avenue is not included in <br />the plat <br />Page 142 <br />
