EXHIBIT A <br />Creative Solutions for Land Planning and Design <br />Hoisington Koegler Group Inc. <br />4 June 200I <br />Ms. Kathleen Nordine, City Planner <br />City of Shoreview <br />4600 North Victoria Street <br />Shoreview, Minnesota 55126 <br />Re: Contract Proposal for Rice Street Crossings Redevelopment Plan <br />Dear Ms. Nordine: <br />This letter outlines a Scope of Services, Fee Schedule and other elements which together constitute an <br />agreement between the City of Shoreview, Minnesota, hereinafter refereed to' as the CITY, and <br />Hoisington Koegler Group Inc., hereinafter referred to as the CONSULTANT for professional planning <br />services for creating a redevelopment plan for Rice Street Crossings, hereinafter referred to as the <br />PROJECT. <br />The CITY and CONSULTANT agree as set forth below: <br />A. Work Program — Basic Services <br />The Work Program will include the following tasks and related deliverables: <br />Task 1.00 Organfe the Effort <br />Tasks: <br />1.01 Review and evaluate previous plans and studies for the project area, and other pertinent <br />information; summarize key directions of each study and implications for this planning effort <br />1.02 Conduct "Kick -Off" Meeting to introduce the planning process; generate input focused on <br />initial "Issues and Ideas" that might support redevelopment and transit related uses and <br />facilities within the project area; summarize input received <br />1.03 Summarize results of Task 1.00 and distribute to the Technical Advisory Committee. <br />Deliverables: <br />• Summary of previous planning efforts and their impact on the development of this plan <br />• Summary of input received from the "Kick -Off" Meeting <br />• Summary of results from Task 1.00 <br />Task 2.00 Identify What Exists <br />Tasks: <br />2.01 Tour project area with "local experts" (representatives of the Technical Advisory Committee) <br />as guides <br />2.02 Prepare base map of the project area identify existing patterns of development and land use; <br />perform field verification and update base map <br />2.03 Prepare initial market and economic analysis for study area and influence area for various <br />housing development types, and commercial and office development <br />123 North Third Street, Suite 100. hfmneapolis.
