2.04 Investigate transit patterns and links within and through the project area, including transit, <br />bicycle, auto and pedestrian systems; analyze movement systems (transit, roadway, bicycle <br />and pedestrian) within the study and influence area <br />2.05 Investigate conditions of public infrastructure within the project area (through interviews with <br />Public Works and Engineering staff) <br />2.06 Analyze general character of development in the project area and surrounding neighborhood <br />2.07 Prepare graphic and narrative summaries of information gathered <br />2.08 Review information gathered with the Technical Advisory Committee <br />2.09 Summarize results of Task 2.00 and distribute to the Technical Advisory Committee <br />Deliverables: <br />• Summary of tour by "local experts" <br />• Updated base map identifying land use and development patterns <br />• Graphic and narrative descriptions of physical factors influencing development in the project <br />area (land use, transit and movement patterns and links, general character of the project area) <br />• Market and economic analysis for general housing, commercial and office development in the <br />study and influence areas. <br />• Summary of results from Task 2.00 <br />Task 3.00 Creation of Concept Land Use and Redevelopment Plans <br />Tasks: <br />3.01 Prepare a target market analysis for housing, office and commercial development in the <br />project and influence area <br />3.02 Prepare concept alternatives defining patterns of land use and development; vehicle and <br />pedestrian movement patterns and critical connections, with attention directed in particular to <br />linkages with transit systems, circulation and traffic flow, and bicycle and pedestrian safety; <br />and general character of development within the project area <br />3.03 Develop a series of conceptual site and building designs for the rease of the Ramsey County <br />Maintenance Facility, including one concept alternative that does not include transit facilities. <br />Involve Metro Transit to determine what their needs are for a multi -use transit hub and park <br />and ride facility at this site. Work with the City of Shoreview to ensure that the devised plans <br />meet their development objectives. The preferred redevelopment plan will show land uses, <br />location on site, circulation patterns, connections, and the environmental infrastructure. <br />Consider uses that will be compatible consistent with the overall goals for thi¢ site; recognize <br />adjacent land uses and roadway improvements. <br />3.04 Prepare initial economic and financial feasibility and economic benefits for each concept <br />alternative <br />3.05 Review concept alteratives and related economic and financial feasibility /economic benefits <br />with the Technical Advisory Committee <br />3.06 Conduct Workshop Two with the Task Force to review and evaluate concept alternatives, and <br />to select a preferred direction for further development; summarize input received <br />3.07 Review input from Workshop Two with the Technical Advisory Committee; confirm <br />preferred plan direction <br />3.08 Prepare refinements to preferred plan including definition of specific land use and' <br />development patterns; a comprehensive parking plan and parking management strategies; <br />transit connections and integration of transit with development, including the potential for <br />local circulator systems; traffic pattern changes; definition of bicycle and pedestrian <br />movement patterns; and desired development character and methods of achieving that <br />character in new development <br />3.09 Prepare refinements to the preferred plan for the reuse of the Ramsey County Maintenance • <br />Facility. <br />Contract Proposal for Rice Street Crossings Redevelopment Plan <br />City of Shoreview <br />Page 175 <br />Page 2 <br />
