MAYOR
Michael L Fahey
COUNCIL
Beverly Scalze
Jim LaVaile
Matt Anderson
Rick Montour
515 Little Canada Road, Little Canada, MN 55117 -1600 ADMINISTRATOR
(651) 766 -4029 / FAX: (651) 766 -4048 Joel R. Hanson
Email: cityhall @ci.tittle- canada.mn.us
MEMORANDUM
TO: Mayor Fahey and Members of the City Council
FROM: Joel Hanson, City Administrator
DATE: June 22, 2001
RE: Code Enforcement Officer Car Allowance
As you know, we hired Neal Powell as our Code Enforcement Officer at a salary of
$14.98 per hour. We budgeted approximately $15,000 for this service in calendar year
2001. Due to Mr. Powell's retirement under PERA, he is subject to an earnings
limitation of $10,800. That limitation does not allow for a half -time position. Mr.
Powell suggested a reduction in his hourly salary and the addition of a car allowance to
allow us to attain half -time position status. He is requesting an allowance of $600 per
month with his hourly earnings reduced to an amount that would equate to our current
compensation level ($1498 /Hour).
I am recommending that the Council authorize us to enter into an agreement with Mr.
Powell to provide a compensation /car allowance package based on a half -time position
and the current hourly rate used at the time of hire. This agreement would also be subject
to approval by the City Attorney. I would further recommend that its effective date be
June 27`11
.
Page 198
