MINU 1 <br />CITY COUNCIL <br />JANUARY 3, 2001 <br />indicated that his office building will be a showplace, and he did not want <br />to hide it from view. <br />Fahey felt that the screening issues were better addressed when formal <br />plans are presented. Fahey felt that the concept was a good one for the <br />site, and indicated that he did not see the property developing as a <br />corporate headquarters. Fahey acknowledged that when the site was <br />rezoned to PUD the Council had hoped that an attractive office /warehouse <br />development would be proposed. However, this has not happened. Fahey <br />noted the reputation that Frattalone Excavating has in Little Canada, and <br />he felt that Frattalone could develop a quality project. Fahey felt the <br />concept should be approved and the project moved forward. LaValle <br />agreed. <br />Anderson asked if Frattalone was willing to commit to whatever screening <br />necessary to make the outdoor storage area beyond visibility from Rice <br />Street and Spruce Street. Frattalone replied that he was open to <br />negotiating on the screening requirements, but did not feel it would be <br />possible to totally screen the outdoor storage from view. However, he was <br />willing to work on this issue as best he can. <br />Fahey noted that given the grade of the property it will not be possible to <br />totally screen from Rice Street. However, he felt that proper screening <br />will minimize the impact of the outdoor storage. Fahey also noted that <br />visibility from the property to the north will be less of an issue during the <br />summer months. <br />Scalze felt that eventually there will be additional townoffice development <br />to the north ringing the pond. She pointed out that the outdoor storage <br />area will be visible from these townoffices. <br />Frattalone pointed out that a 50 to 75 foot setback is required from the <br />pond, and noted that there is not much of his site that is visible now from <br />the townoffices even though it is winter and the trees are bare. Frattalone <br />pointed out that he will fence his storage area and is agreeable to putting <br />up a screening fence and landscaping. <br />Scalze pointed out the intersecting railways abutting this property. She <br />noted the work being done toward future commuter rail and improved bus <br />transportation, and felt that this parcel may be very visible to a tot of <br />people in the future. Scalze noted an earlier comment made by Frattalone <br />relating to powerlines adjacent to this parcel. Scalze pointed out that the <br />existence of powerlines has not been a detriment to good, high quality <br />development. Frattalone replied that he indicated that a building cannot be <br />built underneath a powerline and noted that there is a wide easement area <br />Page 49 <br />
