MINUTES <br />CITY COUNCIL <br />JANUARY 3, 2001 <br />FRATTALONE <br />DEVELOPMENT <br />CONCEPT <br />—J <br />The Mayor noted that this evening the Council will continue its <br />review of the Frattalone development concept for the property located <br />south of Blacktern Pond and east of Rice Street. The Mayor also noted <br />that the City Planner has recommended against this concept feeling that a <br />higher and better use of the property was possible. <br />Frank Frattalone reported that since the last meeting at which this matter <br />was reviewed, he gathered some additional information he would like to <br />present. The first item had to do with traffic counts. Frattalone reported <br />that he presently has 40 heavy trucks, 18 middle to small trucks, and 100 <br />cars or pickups that are in and out of his site each day. Frattalone pointed <br />out that this would be the maximum amount of traffic in and out on Rice <br />Street at the proposed new location. He noted that the heavy trucks would <br />be leaving his site by 6:00 to 6:30 a.m. each morning. <br />Fahey asked about outdoor storage. Frattalone reported that he needs <br />more room for outdoor storage than he presently has. He indicated that his <br />current site consists of 1 acre of outdoor construction material storage, 'A <br />acre of buildings, 1 acre of grass, landscaping, and berming, and 4 acres of <br />parking lot and driveways. The new site would consist of 2 acres of <br />outdoor construction material storage, 1 acre of buildings, 3.5 acres of <br />green area, landscaping, and ponding, and 5 acres of parking lot and <br />driveways. Frattalone pointed out that the Blacktern Pond office buildings <br />to the north will not look at his- proposed outdoor storage area given his <br />plans for construction of a retaining wall and screening. <br />Frattalone indicated that he is open to Council suggestions related to <br />landscaping and screening. He also offered to plant boulevard trees along <br />Spruce Street. <br />LaValle pointed out the City Administrator's tax analysis for this property <br />and the fact that he used $22.50 per square foot for construction costs for <br />the shop. Frattalone indicated that he could not build his shop for that <br />amount and estimated the cost at $45 to $50 per square foot, with the <br />office building at 380 to $100 per square foot. <br />Montour pointed out that Frattalone is proposing to double the size of his <br />outdoor storage area for construction materials. Frattalone indicated that 1 <br />acre of construction material storage would be the maximum he would <br />need. Frattalone pointed out that it will be difficult to screen the storage <br />area given the elevations, but pointed out that he plans to fence the storage <br />area for security purposes. Frattalone described the elevations <br />surrounding the property and indicated that the storage will not be visible <br />from Rice Street nor from the townoffices to the north.
