Revised 12/08/00 <br />the payment date specified in the notice, a Twenty five Dollar (525.00) an administrative charge as <br />established by City Council resolution shall be assessed on these delinquent accounts, and this fee <br />along with the delinquent sewer charges, including penalties, shall be certified by the City Council <br />to the Ramsey County Department of Property Taxes for collection with taxes due against said <br />premises. In the event that the administrative charge is to be certified for unpaid water charges, <br />pursuant to Section 1601.300(G), the administrative charge for unpaid sewer charges shall be <br />waived. Future changes to the administrative charge shall be made by Council resolution. <br />(H) Exceptions to the sewer rates set forth above and the water service charge set forth <br />in Section 1601.300(A) shall apply to senior citizens and disabled citizens who otherwise would be <br />subject to sewer use charges. Any such senior citizen or disabled citizen, as hereinafter defined, shall <br />become eligible for the reduced rate of 50% off the quarterly sewer and water service charge rates <br />as established by City Council resolution by signing an application provided by the City affirming <br />that he or she is owner and head of household at his or her address and is receiving Retirement <br />Survivors Insurance or Disability Insurance under the Social Security Act. The applicant must also <br />verify that their annual household income is below the low income level established by the U.S. <br />Department of Housing and Urban Development. For the purpose of this subsection, a senior citizen <br />shall be a person sixty -five (65) years of age or older, the owner and head of a household, and <br />entitled to benefits under the Social Security Act. A disabled person is defined as one who is <br />sufficiently disabled as to qualify for Disability Insurance benefits under the Social Security Act and <br />is also the owner and head of his or her household. The reduced rate established by this ordinance <br />shall be subject to change by resolution f the City Council. <br />205.150. PENALTIES AND ENFORCEMENT. <br />(A) Any person violating any provisions of this Code shall be guilty of a misdemeanor <br />and upon conviction thereof shall be punished by a fine of n t to exceed Five Hundred D liars <br />(5500.00) as established by City Council resolution or by imprisonment in the county jail for a period <br />not to exceed ninety (90) days, or by both. <br />(B) Whenever any building has not been connected to the municipal sanitary sewer <br />system as required in Section 205.020 hereof, the Health Officer of the City shall serve a written <br />" notice upon the owner or occupant to install plumbing and make such connection as required by this <br />Code within thirty (30) days after service of said notice, and if the owner or occupant fails to install <br />plumbing and make a sewer connection to the City sanitary sewer system within thirty (30) days after <br />such written notice is given and proof of such service of notice has been filed with <br />the City Administrator, the Council may by resolution direct that sanitary plumbing and sewer <br />connection be made and the cost of the installation shall be paid in the first instance by the City out <br />of the general fund of the City and the actual cost thereof shall thereafter be assessed against the <br />property benefited. After such installation and connection is completed there shall be served a <br />written notice of such assessment and an order directing the owner of the property, or his <br />representative, to pay the assessment within ten (10) days after service of the written notice, to the <br />Page 102 <br />
