The inter - connections with Roseville are only of use in emergency situations related to <br />the Little Canada distribution system. The water source for both Little Canada and <br />Roseville is the St. Paul Water Utility system and would be of little value during an <br />emergency within the St, Paul Water Utility production and treatment system. <br />There are no other "installed" inter - connections with any other communities adjacent to <br />Little Canada. However, a temporary inter - connection between Vadnais Heights and <br />Little Canada could be made along County Road D between Edgerton street and La Bore <br />Road. The temporary inter - connection could be created with flexible hose connected <br />between community hydrants. This temporary connection could be used in a wider <br />variety of emergencies as Vadnais Heights produces their water from wells within their <br />system. <br />SECTION D. Demand Reduction Procedures <br />The City of Little Canada municipal code includes a section (Section 1601.280 ) which <br />authorizes the City Council to restrict the sprinkling of lawns within the city by adopting <br />a resolution setting forth the restrictions. If an emergency requires demand reduction, the <br />City of Little Canada would follow the demand reduction procedures as stated below: <br />Stage 1 <br />Issue a general media appeal on radio, television, and newspaper for <br />citizens to voluntarily reduce any unnecessary use of water. An <br />explanation of why these measures are necessary is designed to appeal <br />to people's sense of the need to conserve. <br />Stage 2 City Council adopts a resolution setting forth: <br />Stage 3 <br />Mandatory odd/even sprinkling restriction for both residential and <br />commercial customers. Customers would also be asked to voluntarily <br />sprinkle only between 10:00 p.m. and 6:00 a.m. on the days they were <br />allowed to water, and to minimize all other nonessential water use. <br />Mandatory sprinkling ban on lawn sprinkling, both residential, and <br />commercial customers. Customers would be cautioned that <br />consumption must be curtailed to not more than 1.25 times their base <br />winter consumption. <br />Stage 4 Mandatory total ban on outside use of water and caution all customers <br />that consumption must be no more than their base winter consumption. <br />Stage 5 Mandatory consumption reductions below winter -base usage. <br />Page 127 <br />
