SECTION E. Procedures for Water Allocation <br />During periods of limited water supply, public water suppliers are required to allocate <br />water based on the following priorities as established in Minnesota Statutes 1030261. <br />First Priority. <br />Domestic water supply, excluding industrial and commercial <br />uses of municipal water supply, and use for power production <br />that meets contingency requirements. <br />Second Priority. Water uses involving consumption of less than 10,000 gallons <br />per day. <br />Third Priority. Agricultural irrigation and processing of agricultural products. <br />Fourth Priority. Power production in excess of the use provided for in the <br />contingency plan under first priority. <br />Fifth Priority. Uses, other than agricultural irrigation, processing of <br />agricultural products, and power production. <br />Sixth Priority. Non- essential uses. These are defined by Minnesota Statues <br />Section 103G.291 as lawn sprinkling, vehicle washing, golf <br />course and park irrigation, and other non - essential uses. <br />The City of Little Canada will also abide by the water allocation procedures as set forth <br />by the Board of Water Commissioners, of the St. Paul Water Utility, as outlined in their <br />emergency response plan. <br />SECTION F. Triggering Levels for Emergency Response. <br />Water emergencies requiring implementation of plan components can be triggered by any <br />situation where demand cannot be met by the City of Little Canada water distribution <br />system or if storage in our water tower drops below safe levels for fire emergency needs. <br />Triggering levels as promulgated by St. Paul Water Utility also apply here as outlined in <br />their emergency response plan. <br />SECTION G. Enforcement. <br />Violation of any provision of the water use restriction resolution adopted by the City <br />Council shall constitute a misdemeanor. Upon conviction thereof, the violator shall be <br />punished by tine or by imprisonment not to exceed ninety days, or both, in addition to the <br />costs of prosecution. <br />Page 128 <br />
