ARTICLE I. PURPOSE <br />The purpose of the parties in entering into this Agreement is to analyze the <br />feasibility and environmental impacts of integrated transportation improvements along <br />the Rush Line Corridor, including highway improvements, commuter, light and freight <br />rail, recreational trails, ITS, safety and related and use issues. The method of <br />accomplishing the purpose of this Agreement is the establishment of a joint powers <br />board to provide a mechanism whereby the parties can jointly address the need for <br />enhanced transportation along the corridor, congestion relief, decreased traveling time, <br />and systematic land use and development planning. <br />ARTICLE II. DEFINITIONS <br />Unless the context otherwise requires, the terms defined in this section shall for <br />all purposes of this agreement have the meanings herein stated: <br />Agreement means this Joint Powers Agreement as it now exists and as it may <br />hereafter be amended. <br />Task Force (Rush Line Corridor Task Force) shall mean the joint powers board <br />herein established. <br />Contributing Regional Rail Authority shall mean Chisago County Regional <br />Railroad Authority, Ramsey County Regional Railroad Authority and Washington <br />County Regional Railroad Authority. <br />Rush Line Corridor shall be defined as the North State Trunk Highway 61 <br />transportation corridor from Rush City through St. Paul. <br />ARTICLE III. TASK FORCE MEMBERS <br />The government units that are eligible for participation in this Task Force upon <br />adoption of this Agreement by their respective governmental units on or before <br />December 31, 2000 include: <br />Chisago County Regional Railroad Authority <br />Ramsey County Regional Railroad Authority <br />Page 63 <br />
