The terms and conditions of this Agreement shall be <br />effective as to an eligible participant when the Agreement has been executed by the <br />duly authorized representative of that party. The Task Force shall commence <br />exercising the powers and authorities in this Agreement on the day this Agreement has <br />been duly executed by the Chisago County Regional Railroad Authority, Ramsey <br />County Regional Railroad Authority and Washington County Regional Railroad <br />Authority (whichever acts last) and shall continue until terminated as provided herein. <br />ARTICLE III.
