MINUTES <br />PLANNING COMPvUSSION <br />SEPTEMBER 11, 1997 <br />REZONING Mr. Frank Frattalone appeared before the Commission requesting approval <br />FROM B-3 of the rezoning of the southern portion of the St. Paul Water Utility <br />TO I -P — property located at the end of Spruce Street from General Business (B -3) <br />ST. PAUL to Industrial Park (I -P). Frattalone described the location of the property. <br />WATER Frattalone pointed out that the City's Comprehensive Plan suggests an <br />UTILITY Industrial or Industrial -Park use for the property. Frattalone indicated that <br />PROPERTY — he has a purchase agreement on the land and he would like to develop it. <br />FRATTALONE He has had a couple of companies express interest in the site for the <br />location of a 100,000 square foot office/warehouse building. Frattalone <br />indicated that 100,000 square feet would be the maximum size building <br />that could be placed on the property. <br />Frattalone reviewed a concept site plan showing the building. He pointed <br />out that he has provided for 396 parking spaces, which would be the <br />maximum required if the building were totally office space. If there is a <br />combination of warehouse or research facility, the parking spaces could be <br />decreased by anywhere from 50 to 100 spaces. <br />Carson pointed out that the site will require a lot of grading. <br />Frattalone agreed pointing out that the site must be cleared and grade cut <br />down. Frattaione proposed an office- warehouse building that would <br />consist of 25 to 30 percent office space. Frattalone reported that the City <br />Council expressed concern about the type of building that would be <br />developed on the site, and asked the Planning Commission for some <br />direction in this regard. <br />DeLonais pointed out that the City Council would like a development <br />similar to St. Jude. <br />Frattalone did not feel it likely the City would get a development similar <br />to St Jude. Frattalone also pointed out that St. Jude is located on a 40 acre <br />site, and this particular site consists of 10.55 acres. The site has 66% <br />usable space. After it is graded there are about 6 acres that are <br />developable. The I -P District requires that a site remain 30% green area. <br />Keis pointed out that the location of this property is somewhat hidden. <br />Keis asked if there were any concerns from a traffic standpoint. <br />The City Planner did not believe there were. The Planner suggested that <br />the site would be accessed via Spruce Street. Traffic would flow to <br />Country Drive and then to the freeway. <br />Page 15 <br />
