MJiTTJAL'S <br />PLAY ENG C OIVEWISSION <br />SEPTEMBER 11, 1997 <br />The Planner pointed out that Frattalone is requesting the property be <br />rezoned to I -P. The Comprehensive Plan indicates an industrial /office <br />campus -type of development for the property. The City has already <br />indicated that 3-3 is probably not an appropriate zoning for the site. The <br />Planner noted that the east side of Spruce Street is zoned I -P. <br />Frattalone pointed out that the railroad borders the property on the south. <br />Keis asked about the building requirements in the I -P District. <br />The Planner repiied that 1 -P required a masonry structure. <br />Frattalone indicated that I -P was a step up from I -1. <br />The Planner further indicated that there is a 25% landscaping requirement <br />in the I -P District. The drawing presented by Frattalone shows 40% of <br />green area, including ponds and natural area. <br />Frattalone indicated that he would like to begin grading the property. The <br />concept plan he has this evening, shows the maximum building coverage <br />allowed. In actuality, there may be more green area than what is shown. <br />Frattalone reported that there is a lot of dirt work needed to be done before <br />the property can be marketed. The total site area is 10.55 acres. When the <br />dirt work is completed, there will be approximately 6 acres that is usable. <br />The City Planner reported that the Council discussed the possibility of <br />PUD zoning for the Water Department property. However, the discussion <br />of PUD was more specific to the frontage along Rice Street. The Council <br />discussed an office development on the Rice Street frontage, and an <br />office/industriai campus type of development on the Spruce Street site. <br />Canon felt that a building like that of D & T Trucking would be a good <br />development of this Spruce Street site. Canon stated that he did not know <br />what other type of use would want to locate on this site. <br />DeLonais pointed out that the buildings on the other side of Spruce are <br />typical warehouse buildings with no windows. <br />Keis pointed out that if the property is rezoned to I -P, the development <br />could be entirely warehouse. <br />The City Planner reported that the Comp Plan encourages City review of <br />development plans. and such plans would be reviewed by the Planning <br />Commission and City Council. <br />Page 16 <br />
