Hanson <br />Email: cityhall @ci little - canada.mn.us <br />MEMORANDUM <br />TO: Mayor Fahey and Members of the City Council <br />FROM: Kathy Glanzer, Deputy Clerk <br />DATE: November 3, 2000 <br />RE: K & J Catering <br />Attached is a copy of the State Statute relative to caterer's permits. In discussing this <br />permit with Al Erickson, Alcohol & Gambling Enforcement Division, State of Minnesota <br />Department of Public Safety, he indicated that caterer's permits are issued to restaurants <br />that hold an on -sale intoxicating liquor license. The caterer's permit can then be used to <br />sell intoxicating liquor as an incidental part of food service at locations anywhere in the <br />State of Minnesota other than the address where the on -sale liquor license is issued. <br />I contacted the Chief of Police for the City of North St. Paul where K & J Catering holds <br />their on -sale license. The Police Chief indicated that K & J Catering conducts a catering <br />business in North St. Paul as well as opens their facilities to the public on Tuesday <br />evenings as a restaurant. The Police Chief indicated that they have an excellent working <br />relationship with K & J Catering. <br />The Council raised some questions about how the Cities of Maplewood and Shoreview <br />handle on -sale liquor sales at their community centers. I contacted each of these cities <br />and found the following: <br />Maplewood — They take bids approximately every three years from businesses <br />which conduct catering and have an on -sale liquor license. One bid is awarded, <br />therefore, there is one vendor that people renting the community center must use <br />for both food and liquor service. The vendor holding this contract currently is a <br />White Bear Lake business. Maplewood required no additional licensing for this <br />vendor. <br />Shoreview — This city has a list of approved vendors that people renting the <br />community center can pick from for food and liquor service.
