Hanson, City Administrator <br />DATE: October 20, 2000 <br />RE: South Owasso/Rice Street Traffic Signal <br />Dan Solar, Ramsey County Public Works, informed me that their low bidder for this <br />project, Jay Palda & Sons, has asked to withdraw their bid for the installation of the <br />traffic signal and right -turn lane. Their request is based on concerns relating to their <br />ability to complete the street work this fall given delays caused by right -of -way <br />acquisition and utility work at the intersection. Ramsey County is also concerned about <br />not having construction completed before winter sets in. <br />I was also informed by Mr. Solar that given the delays referenced above, the signal was <br />not going to be energized until next spring. These factors coupled with the belief that we <br />may be able to get better pricing next spring makes the decision to release Jay Palda & <br />Sons from this contract an easy one. (The City of Roseville also concurs.) The project <br />will be rebid late winter for construction next year. It is anticipated that the activation of <br />the signal system will only be delayed a month from current conditions. <br />Page 66 <br />
