Hanson, City Administrator <br />DATE: August 4, 2000 <br />RE: Valento Setback Variance Request — 3179 Spruce Street <br />At the last Council meeting, staff was directed to address three issues relative to the <br />above application: <br />* Feasibility of installation of a sprinkler system; <br />St. Paul Water Department easement; <br />The need for an variance given that the accessory <br />building is proposed to be located forward of the rear line <br />of the principle building. <br />In regards to the sprinkler system, Mr. Valento did not have a previously prepared <br />engineering report for us to review. He has put together a schematic of the truss design <br />that has been provided to our Building Official. A structural engineer is also reviewing <br />the truss system, and will have a report to us by this afternoon regarding the feasibility of <br />adding the weight of a fire suppression system to the trusses. The Building Official will <br />review this information and have his comments ready for Wednesday's meeting. <br />I discussed the St. Paul Board of Water Commissioner's easement with their General <br />Manager Bernie Bullert. Mr. Bullert informed me that it is unlikely they would acquire <br />fee ownership of this easement given the fact they have already secured their desired use <br />of this area. References have been made by their staff to taking fee ownership of this <br />property of violations by fee owners of the 35 foot restricted use area of the easement. <br />Mr. Bullert informed me that they are frustrated that their agreements have not been <br />honored. He also stated that if the property owners would comply with the easement <br />agreements, he saw no reason that those arrangements would not be renewed in 2003. <br />Mr. Bullert also informed me that no buildings should be constructed within any of the <br />Page 1 <br />
