N <br />MEMORANDUM <br />NORTHWEST ASSOCIATED CONSULTANTS <br />COMMUNITY PLANNING - DESIGN - MARKET RESEARCH <br />TO Little Canada Planning Commission <br />FROM: Stephen Grittman <br />DATE: September 12, 2000 <br />RE: Little Canada - Domino's Pizza Conditional Use Permit <br />FILE NO: 758.09- 00.27 <br />Domino's Pizza is seeking a Conditional Use Permit to occupy a portion of the shopping <br />center along Rice Street which includes the Goodyear store. Domino's would occupy the <br />north "bay" of the center. No exterior changes to the building are anticipated. <br />Convenience restaurants typically generate significant amounts of traffic, and as such, <br />require a separateā¢Conditional Use Permit to locate within the B-4 District. <br />In this center, the north end location would be appropriate since access to the site could <br />occur near the location, with nine of the parking spaces located along the north property <br />line easily available to this site, and several others along the front of the building shared <br />with other tenants. For a restaurant of the proposed size (1,296 square feet), a maximum <br />parking demand of approximately 14 spaces would be expected. Under most <br />circumstances, fewer spaces would likely be used. <br />The Conditional Use Permit provisions applicable to this use are almost exclusively aimed <br />at exterior building and site plan conditions, all of which are met by the existing <br />development. Because the CUP provisions and the design of the site appear suited to the <br />proposed use in the proposed location, Planning Staff recommends approval of the CUP <br />for Domino's Pizza, with the condition that the tenant sign complies with the sign panel <br />requirements of the Architectural Guidelines (interior sign lighting illuminates only the <br />letters or graphics of the sign, not the background) and is located generally as proposed <br />by the original Architectural Review.
