stated that he appreciated her comments and stated that speed is best addressed as an <br />enforcement issue. Speed bumps or speed humps make it very difficult to plow and create <br />problems for ice and snow buildup. They also generate Liability for the City if the design has <br />been determined to have caused an accident. The City Administrator added that he can have <br />the traffic car pay attention to the area given the comments made about excessive speeds on <br />this section of roadway. <br />A question was asked about how far the road would move onto the residents' property given <br />the proposed width. The Engineer stated that on average, the north side of the curbing would <br />be approximately 35' from the existing MNDOT fence. <br />One resident complained about Ron Paimen and his use of dump trucks on this road The <br />resident felt Mr. Palmen's practices have contributed to early deterioration of the roadway. <br />The City Administrator stated this is something that could be reviewed by the Code <br />Enforcement Officer. <br />Other discussion followed regarding an alternative location for the connecting path. The <br />neighbors agreed that some type of pedestrian accommodation needs to be addressed with <br />this project for the safety of their children and others walking through this area. They <br />indicated a willingness to look at a path at the rear of their property lines to minimize the <br />impact along Viking Drive. It was noted that terrain and participation from all private <br />property owners may make this impractical. <br />The City Engineer pointed out that McMenemy will be recycled in 1999 and that this is an <br />option that could be reviewed by the City in this case as well. He pointed out the need to <br />have adequate base in order for this option to be feasible. He also noted that the assessment <br />cost of recycling would likely be as much if not more than the urbanized road section the <br />City is proposing due to the City's cost participation policy. The Administrator said the <br />Council may want to look at this issue given some of the unique issues facing Viking Drive. <br />Mr. L'allier stated that he did not want water in front of his property. He asked for a show of <br />hands on how many property owners wanted City water installed. It was determined that <br />there were six different properties represented at tonight's meeting that did not currently have <br />City water. An additional show of hands indicated that zero wanted City water installed at <br />this time. When the City Administrator then clarified that there was no one interested in <br />having City water available to their property, four property owners indicated that they may <br />want City water due to its future benefits in the resale of their property. <br />Another resident noted the drainage problems along Viking Drive especially at McMenemy <br />and in the ditches just to the east of McMenemy. She feat this was a very hazardous <br />condition and must be addressed as part of this project. The City Engineer indicated that he <br />is aware of these problems and the construction option proposed would likely be able to <br />solve these difficulties. <br />`., The City Administrator then summarized what he believed was the consensus of the <br />1.. neighborhood.
