Northern States Power Easement. The proposed building addition is located within a <br />65 foot wide Northern States Power (NSP) easement. Therefore, any new construction <br />within this easement should be subject to approval of NSP. <br />Property Subdivision. As mentioned previously, the applicants are acquiring a portion <br />of the adjacent Burlington Northern property to accommodate the proposed Auto Shop <br />expansion. Specifically, a 450 square foot, triangular shaped area is to be combined with <br />the existing site. As a condition of variance approval, such subdivision must be approved <br />by the City. <br />Outdoor Storage. As shown on the submitted site plan, the facility's outdoor storage area <br />is to be located in the western portion of the site. According to the submitted site plan, the <br />storage area is to be surfaced in Class 5 gravel and fenced. Currently, the site contains <br />numerous piles of auto parts, debris and cars parked throughout the premises. As a <br />condition of variance approval, outdoor storage should be confined to the designated <br />"outdoor storage area ". <br />RECOMMENDATION <br />Based on the preceding review, it is the opinion of our office that unique circumstances <br />exist which justify approval of the requested rear yard setback variance. As a result, we <br />recommend approval of the variance request subject to the following conditions: <br />1. The submitted site plan is modified to illustrate individual off- street parking stalls <br />and demonstrate compliance with the City's off- street parking requirements. <br />2. The City approve the proposed and subdivision necessary to accommodate the <br />proposed Auto Shop expansion. <br />Outdoor storage is confined to the fenced, outdoor storage area identified upon the <br />submitted site plan. <br />4.
