Dear Mr. Hanson:
This letter is in regard to your request that we analyze the option of making the
intersection of Labore Road and Arcade Street in the City of Little Canada an all way
stop condition. Currently there Is a stop condition on Arcade street and not on Labore
Road. The Manual of Uniform Traffic Control Devices states that one or more of the
following conditions must exist to warrant a multiway stop sign installation:
1. Where traffic signals are warranted and urgently needed, the multiway
stop is an interim measure that can be installed quickly to control
traffic while arrangements are being made for the signal installation.
2. The volume of traffic on the intersecting roads is approximately equal.
3. Minimum traffic volumes:
A. The total vehicular volume entering the intersection from all
approaches must average at least 500 vehicles per hour
for any 8 hours of an average day, and
B. The combined vehicular and pedestrian volume from the
minor street or highway must average at least 200 units
per hour for the same 8 hours, with an average delay to
minor street vehicular traffic of at least 30 seconds per
vehicle during the maximum hour, but
C. When the 85- percentile approach speed of the major street
traffic exceeds 40 miles per hour, the minimum vehicular
volume warrant is 70 percent of the above requirements.
4. An accident problem, as Indicated by five or more reported accidents
of a type susceptible of correction by a multiway stop installation in a
12 -month period. Such accidents include right and left tum collisions
as well as right angle collisions.
A traffic signal is not warranted at this location and so warrant one can be excluded.
Ramsey County has provided us with traffic counts from 1997 for Labore Road. The

average daily traffic for westbound and eastbound traffic was 4,300. In September of
1999 we determined the average daily traffic for northbound and southbound traffic on
Arcade Street to be 1,500. The volume of traffic on the two roads is not equal and
therefore warrant two is not met. Traffic data provided to us by Ramsey County and
counts measured in 1999 are not broken down into hourly data. Warrant three can not
be categorically discounted, however given the current ADT of only 1,500 can per day
on the minor street the current traffic data suggests that the warrant would not be met.
To undeniably discount warrant three a more detailed traffic analysis would be required.
We have called Ramsey County regarding the accident record for the intersection. We
will update the City regarding thls issue at next week's City Council meeting.
At this time current traffic data does not warrant an all way stop condition at the
Intersection of Labore Road and Arcade Street. If you have any questions or would like

Dear Mr. Roycraft:
Thank you for your letter and petition dated May 18, 2000. By copy of this letter, I am
forwarding it on to our Public Works Department and the Ramsey County Sheriff's Department
for their respective analysis and recommendation. 1 anticipate having the results of their studies
done by June 23`d. I will also ask Deputy Bruner to increase enforcement activity in this area to
address the speed concerns.
This item will be scheduled for consideration by the City Council at their meeting of June 27th. I
also want to make you aware that stop sign placement approvals are not automatic. Factors that
are considered include the following:
• Traffic volumes of the intersecting streets (Traffic engineering standards indicate
that they should be approximately equal to warrant the placement of a 4 -way stop)
• Accident data
• Other special circumstances
• Recommendation by Law Enforcement
• Recommendation by Public Works /City Engineer

We would like to make a proposal to the City of Little Canada for the
following:
Place a stop sign on the East and West bound of Labore Road at the corner
of Arcade Street. Reasons being are as followed:
• Numerous accidents occurred within the last 3 months.
• Many more near misses, which could have caused serious injury or loss
of life.
• On. May 15, 2000, a dog was hit and killed by a motorist at this
intersection.
• Since both streets were widened in 1998 and 1999, auto speeds have also
increased with this change.
• There are blind spots looking east and west bound while crossing Labore
from Arcade.
• Parents fear that with many young children who live in the area may
run into this intersection and will not be seen.
Attached are signatures of concerned citizens, who wish to have this change
made.

In regards to the stop sign proposal for the intersection of Labore Road and
Arcade Street, I do not feel that a 4 -way stop sign should be implemented. I
have increased my presence monitoring and ticketing traffic violators both in
the morning and afternoon rush hour times. I have not noticed an increased
problem with speed violators and I don't feel that the volume of traffic
would warrant a 4 -way stop sign to be put into that intersection. The
northbound and the southbound traffic of Arcade Street do not have any
vision impairment when drivers stop and proceed across the intersection.
I will continue to put forth efforts to work with the neighborhood in
providing traffic enforcement.

RE: Electrical Work at Spooner Park
To aid in Park/Canadian Days use of Spooner Park it was agreed that four new electrical boxes
would be installed around the existing parking lot. As you will recall, the Canadian Day
Committee gave us $5,000 to help offset the cost of these electrical boxes and a paved access
road to the shelter.
I requested and received the following proposals for the installation of the four electrical boxes:

Chain Link Fence Work

Chain link fence installation and repair work is needed at four sites in the City of Little Canada.
A description of the work at each site is listed below:
Site #1: Pioneer Park, 2950 Centery ille Road, Batting Cage.
The existing batting cage has only 3 foot wide gates, which greatly limits access for net
installation and interior maintenance. To resolve this problem a 7' high by 87 inch wide gate is
proposed to be installed in the southeast end of the batting cage. Funds for this work are in the
maintenance budget.
Site #2: Public Works Garage, 3100 Country Drive.
The existing exterior storage area north of the Public Works Garage encroaches into the required
40 foot setback area. To resolve this problem, and bring this site in compliance with the zoning
requirements, approximately 183 LF of fence needs to be removed and 118 LF of new fence and
a cantilever gate installed. No funds for this work are in the budget. The City Administrator will
suggest using the Sewer and Water Capital Replacement Fund.
Site #3: City Booster Station, 141 County Road B.
The new generator that provides standby power for the Booster Station could be located there for
extended periods of time. This site has experienced vandalism in the past. To help reduce the
potential of any vandalism and provide a more secure operating site for the generator, a 6 foot
high fence is proposed. Funds for this work was included in the generator purchase budget.
Site #4: 3066 Arcade Street
During mowing activities adjacent to this residence, a chain link fence was damaged by city
crews and needs to be repaired. Funds for this work are in the maintenance budget.

Enclosed are three copies of Partial Pay Estimate No. 6 for North Valley, Inc. on the 1999 street
improvement project. The amount earned to date by the Contractor is $779,306.10. Subtracting
retainage of $40,559.70 and previous payments of $687,824.14 the amount due the contractor
is $50,922.26.
The bulk of the work in this pay estimate included placement of the wear course on East Brooks
Street, Viking Drive, and Minnesota Avenue and striping on Viking Drive and Minnesota
Avenue. We have inspected the work performed by North Valley, Inc. and find it to be in
compliance with the plans, specifications and contract documents. Therefore we would
recommend payment of Partial Pay Estimate No. 6 in the amount of $50,922.26.

The goose count results have been received and are as follows:
East Savage Lake — 0 (a resident confirmed that no geese are present)
West Savage Lake — 0 (we have been told that geese are present)
Pioneer Park — 0 (no droppings evident)
St. Jude - Woodridge — 0 (geese have been observed in this area)
Grand Pre' — 30 young, 6 adults
Nadeau Park — 14 young, 6 adults
I have talked with Dr. Cooper regarding an alternative to the fixed -fee contract amount of
$2,253. He indicated that we could do a site/bird unit price. He estimated that Grand
Pre' would run $500 and Nadeau Park would run $400. He is also willing to check other
sites at the same time and do any necessary round up with fees based on the number of
geese captured.
It is my recommendation that we do site - specific round -up based on the amounts
indicated above with the Grand Pre' site subject to their agreement to reimburse us for
the costs incurred this year as well as those incurred in previous years. I am still waiting
word from St. Jude and Grand Pre' as to their need for participation in the goose round
up. Furthermore, if any geese are discovered on East Savage Lake, one pair will be
banded and left to remain on the lake per our previous discussions.

RE: Little Canada Road Reconstruction
The following issues need to be addressed regarding the above - referenced project:
Electric Outlets on Street Lights
Greg Schroeder has estimated that outlets on 28 streetlights would cost $8,960. As has
been discussed, the costs would more than double if they would be added later. Given
our overall project costs, my recommendation is that if the Council feels we will ever
want to implement holiday (or other decorative) lighting, then we should authorized the
expenditure at this time. If we are not interested in this type of lighting, then I would not
incur the additional cost.
Underground Service to Seven Properties
It is estimated that to provide underground service to residential properties resulting from
our burying of the overhead power lines will cost $1,000 per residence. Given the fact
that we are initiating this change, I would recommend the City authorize this additional
project cost.
Street Lighting Contract
To install decorative streetlights will cost $241,523. We have still not received a
definitive answer on the use of Municipal State Aid (MSA) funds for this expenditure.
We are hopeful it will be allowed. In any event, this is a critical component of the overall
project and I would recommend we authorize the contract as presented.
Agreement with Ramsey County
I have not yet received a final copy of the agreement between Ramsey County and Little
Canada regarding this project. The County is aware of our timeline and I anticipate
having a document for your consideration at Tuesday's meeting.

Outdoor Lighting Contract
SERVICE AGREEMENT
1. The customer hereby grants NSP the right, privilege and easement to install, operate and
maintain its underground facilities on the property as described above and/or the approximate
location as shown on the attached exhibit.
2. The entire ornamental street lighting system including underground cables, conduit, posts,
lamps, ballasts, starters, photocells, and glassware installed by NSP, shall be the property of
NSP and any payments made by customer, or their contractor, shall not entitle the customer
to any ownership interest or rights therein.

The customer also agrees that, prior to NSP starting work: (a) the route of NSP's
underground installation shall be accessible to NSP's equipment; (b) all obstructions shall be
removed from such route at no cost or expense to NSP; (c) ground elevation along the route
shall not be above or more than four (4) inches below the finished grate.
4. Customer agrees to pay all additional installation costs incurred by NSP because of (a) soil
conditions that impair the installation of underground facilities, such as rock formations, etc.,
and (b) sidewalks, curbing, black top, paving, sod or other landscaping and obstructions
along the cable route, such as extensive existing underground facilities, etc. NSP will
backfill trench with existing soil.
5. Company is not responsible for any customer -owned underground facilities not exposed at
the time service is installed.
6. The underground installation may be subject to a winter construction charge if it is installed
between October 1 and April 15. Customer agrees to pay this charge if NSP determines
winter conditions exist when the underground facilities are installed. NSP will waive the
winter construction charge if prior to October lst the customer is ready to accept electrical
service, has executed this form and has notified NSP in writing that the requirements of
paragraph #2 hereof have been fulfilled.
7. The customer agrees to pay the cost of relocating any portion of said underground facilities
made to accommodate the customer's needs or required because of altering the grade,
additions to structures, installing patios, decks or gardens or any other condition which makes
maintenance of the company's facilities impractical.
Standard Terms & Conditions:
1. Limitation of Liability. In no event shall either party hereunder be liable to the other or any
party claiming through it for any reason whatsoever, including an action based upon contract,
tort, strict liability or negligence or environmental claim for an amount in excess of the
contract price, payable hereunder nor for any special consequential, incidental or other
indirect damages of any kind. Buyer's role remedy hereunder shall be limited to a refund of
the amount paid hereunder.

2. Indemnification. Buyer agrees that it shall indemnify and hold NSP fully harmless for any
damages, losses, claims or actions, including actions grounded upon contract, tort,
negligence, strict liability, or environmental claims, which NSP incurs as a result of NSP's
, -\ performance hereunder or use of same equipment by Buyer or any third party.
3. Force Majeure: Neither party shall be responsible for any delays in performance (other than
payment for services rendered) based on an event of force majeure. The party experiencing
the event of force majeure, shall promptly notify the other party of its inability to perform
under the contract as a result of an event of force majeure. Following receipt of said notice
by the other party, the obligations of each party (other than payment for service rendered), so
far as they are affected by the event of force majeure, shall be suspended during, but not
longer than, the continuance of the event of force majeure. The term "force majeure" as used
herein shall mean an act of God, strike, declared war, civil unrest, public riot, fire, lightning,
earthquake, storm, flood, explosion, government restraint, unavailability of equipment, and
any other cause, whether of the kind expressly set forth herein or otherwise, which is not
reasonably within the control of the party claiming the suspension.
4. Applicable Law. NSP shall comply with all applicable state and federal safety and health
laws including, but not limited to, the Occupational Safety and Health Act of 1970 (OSHA)
and all standards, rules, regulations and orders issued pursuant to such state and federal safety
and health laws, and laws related to non - segregated facilities and equal employment
opportunity (including the seven paragraphs appearing in Section 202 of Executive Order
11246, as amended).
5. Binding, Counterparts, Effectiveness, Notices. This agreement shall be binding upon the
parties hereto and cannot be assigned, amended or modified except in writing agreed to by
the parties. This Agreement may be executed in counterpart, and each such counterpart shall
be deemed to be an original.
6. Governing Law. This agreement is governed by the laws of the State of Minnesota.
The parties agree that Buyer may issue its purchase order to NSP. Buyer's purchase order shall
be used solely for the administrative convenience of the parties and shall not constitute a part
hereof.
This Agreement shall be effective upon signature of customer and NSP. A copy of this
Agreement shall be sent to the parties at the address indicated.
