The landscape plan illustrates 20 Black Hill Spruce trees along Condit Street as an <br />alternative planting. The spruce trees are required for screening and must be included. <br />Seven spruce trees are proposed to be planted on the north side of the loading area. It <br />is not clear from the grading plan whether the slope on the north side of the building will <br />be disturbed. If the existing vegetation is disturbed on the slope, additional landscaping <br />should be included. If the slope is seeded, care must be taken to control erosion. <br />In the previously approved site plan, the parking lots for the north and south buildings were <br />connected to allow convenient sharing of parking. The current plan shows that the parking <br />lots are separated by a landscaped area. Sharing of parking is not necessary for the <br />proposed building because more than the required number of stalls have been provided. <br />No signage is shown on the submitted site and building plans. If any signage is proposed, <br />detailed plans must be submitted that conform with the Sign Ordinance. The Planning <br />Commission and City Council may request that sign plans are submitted for their review <br />and approval. <br />Finally, the site plan shows a trash enclosure located at the west end of the parking lot. <br />This enclosure should be constructed of materials similar to that of the principal building. <br />According to the City's requirements for commercial buildings, the primary building <br />material should be a masonry product such as brick or stucco, <br />SUMMARY AND RECOMMENDATION <br />Staff recommends approval of the revised PUD site plan based upon the analysis <br />contained herein. This recommendation is contingent on the following conditions: <br />1. Unless justification can be shown for the number of parking stalls provided, parking <br />on the west side of the lot next to Condit Street should be eliminated to reduce the <br />impact to Condit Street and increase the amount of green space. <br />2. The grading, drainage, and utility plan is subject to City staff review and approval. <br />3. If the slope north of the building is disturbed and existing vegetation is not retained, <br />additional landscaping is required. <br />4. The 20 Black Hills Spruce trees shown on the landscape plan as an alternative are <br />required. <br />5. The trash enclosure is constructed of materials similar to that of the principal <br />building. <br />6. No outdoor storage, other than trash enclosures, is permitted as a part of this <br />Page 3 <br />
