Hanson <br />Email: cityhall @ci.little- canada.mn.us <br />MEMORANDUM <br />TO: Mayor Fahey and Members of the City Council <br />FROM: Joel Hanson, City Administrator <br />DATE: June 9, 2000 <br />RE: Little Canada Road Improvement <br />Attached are memos from the City Engineer and Hoisington - Koegler relative to the bids <br />for the Little Canada Road improvements as well as Spooner Park trail work, Aspen Pond <br />trail work, and the sidewalk on Lakeshore Avenue between Australian and County Road <br />C. I am also attaching the bid tabulation for your review that includes the three bidders <br />and their respective unit prices for the proposed work scope. <br />You will notice that the project cost has increased dramatically from the feasibility study. <br />In my opinion, this is due to a better defined work scope, higher unit prices due to current <br />economic conditions, the addition of work items not previously contemplated such as <br />water main and sanitary sewer adjustments totaling $115,000, and the amenities portion <br />of the project coming in much higher than estimated. <br />The project without amenities does not pose a major concern given that Ramsey County <br />absorbs the majority of these costs. Furthermore, these components tracked very close to <br />the Engineer's estimates. The amenities work is another issue given the fact that these <br />are City costs and that many of them are not eligible for Municipal State Aid (MSA) <br />funding. <br />I initially estimated the City contribution to this project to consist of approximately <br />$406,000 of assessments and $412,000 of infrastructure capital improvement funds. <br />Based on bid tabulations the sources of funds needed have increased to over $1.3 million. <br />Without the use of MSA funding, these dollars will have to come from the Infrastructure <br />Capital Improvement Fund and would be a significant hit to the fund balance. To address <br />this concern, I have instructed the Engineers to pursue all possible methods to enable us <br />to use MSA funds to offset this additional amount. (I hope to have more information on <br />this possibility by Tuesday's meeting.) <br />Based on conversations with the City Engineer and the Director of Public Works, I am <br />prepared to recommend we award the bids for the street portions of the project but delay <br />Page 92 <br />
