There were a total of three bidders. The project was bid using a base bid and
three alternates. The base bid included the addition of the right turn lane on Country Drive, the
park trail improvements, and the reconstruction of Little Canada Road excluding the colored
concrete or brick pavers in the amenity area. Alternate Number 1 included using all colored
concrete within the amenity area. Alternate Number 2 included using all brick pavers within the
amenity area. Alternate Number 3 was a combination of colored concrete and brick pavers
within the amenity area. The following list provides the bidder's name with their total base bid
and alternates:
1. Palda & Sons, Inc.
2. Tower Asphalt, Inc.
3. North Valley, Inc.
Base Bid
$1,765,242.32
$1,870,057.33
$1,917,638.29
Alternate No. 1
$135,135.00
$112,250.00
$122,348.00
Alternate No. 2
$221,540.00
$189,740.00
$198,856.00
Alternate No. 3
$195,745.00
$168,635.00
$178,220.00
The total estimated construction cost for the reconstruction of Little Canada Road excluding
amenities, the addition of the right turn lane on Country Drive, and the park trail improvements
was $1,425,600.00. The low bid submitted by Palda & Sons, Inc. of $1,365,606.32 for these
improvements is 4% lower than the engineer's estimate.
Hoisington Koegler Group estimated the amenities construction cost to be $439,168.00. This
estimate was based on the use of all colored concrete in the amenity areas. The low bid
submitted by Palda & Sons, Inc., for the amenities base bid is $399,636.00. Each of the
alternates must be added to the amenities base bid to determine a total amenity cost. The total
for the amenity base bid plus the use of all colored concrete (alt. 1) is $543,771.00,
approximately 24% over the estimate; the total for the amenity base bid plus the use of all brick
pavers (alt. 2) is $621,176.00; and the total for the amenity base bid plus the combination of
brick pavers and colored concrete (alt. 3) is $595,381.00.
We have spoken with Paul Page at Hoisington Koegler Group about the amenity prices received
from Palda & Sons, Inc. They feel that the prices quoted are reasonable and that bidding at a
later date will not result in lower prices. In addition, they stated that the bid prices for the brick
pavers are within the range expected. They recommend awarding the amenity portion of the
project to Palda & Sons, Inc.
O: \proj \805750J \LTR 6 -8 -00 Bid Acceptance
1326 Energy Park Drive • St. Paul, MN 5:
Page 94
44 -9446 toll free 888/368 -4389
