NXC <br />PLANNING REPORT <br />NORTHWEST ASSOCIATED CONSULTANTS <br />COMMUNITY PLANNING - DESIGN - MARKET RESEARCH <br />TO: Little Canada Planning Commission <br />FROM: Jason Lindahl / Stephen Grittman <br />DATE: May 9, 2000 <br />RE: Gervais Creek Professional Building PUD Amendment <br />FILE: 758.09 - 00.15 <br />BACKGROUND <br />The applicant, Thomas Conroy, is requesting site plan approval, a rezoning from R -B, <br />Residential Business District to P, Public District, and an amendment to his property's <br />existing Planned Unit Development (PUD) agreement to allow a change in use for the <br />building located at 433 East Little Canada Road. The applicant is proposing to change the <br />building's use from a rental hall to a Charter School. These applications are necessary <br />because schools are not a permitted use under the building's current zoning classification. <br />In April of 1982, the property was rezoned from P, Public District to R -B, Residential <br />Business District to allow the conversion of the school building to leased office space. <br />Subsequently, the owner requested PUD approval to allow a zero lot line lot split and <br />separate ownership of the easterly portion of the site to a daycare center. Since that time, <br />the building has been used for both office space and a rental hall. <br />Now the applicant plans to lease the commercial space to the Family Academy (see <br />Exhibit B). The school will have approximately 160 students in Kindergarten through 8th <br />grade and is sponsored by Independent School District 916. However, as a Minnesota <br />Charter School, the Family Academy is open to any Minnesota student.
