ISSUE ANALYSIS <br />Zoning <br />According to Section 921.010, Subdivision C, there are five factors to weigh when <br />considering a rezoning. These factors and staff's findings for each are outlined below. <br />1. The proposed action has been considered in relation to the specific policies and <br />provisions of and has been found to be consistent with the official City <br />Comprehensive Land Use Plan. <br />Finding: The City's Proposed Land Use map guides this property for Neighborhood <br />Commercial / Mixed Use development. This classification is consistent with both <br />the site's existing R -B and proposed P zoning classifications. This site is included <br />in one of the Land Use Changes section of the Comprehensive Plan. According to <br />the plan, this area represents the original townsite of Little Canada and includes the <br />St. John's church and the original City Hall. The Comprehensive Plan strongly <br />encourages re -use and renovation of sites in this area. <br />2. The proposed site is or will be compatible with present and future land uses of the <br />area. <br />Finding: According to the City's Existing Land Use map, the subject property is <br />bordered by public uses on the north, south, and west and a commercial use to the <br />east. Given these land uses, staff finds that the proposed school use will be <br />compatible with present and future land uses of the area. <br />3. The proposed use conforms with all performance standards contained herein. <br />Finding: The subject property appears to comply with the zoning standards for both <br />the R -B and P Districts (see chart below). As mentioned above, the property was <br />originally zoned P, Public District.
